INVITATION FOR PRE-QUALIFICATION TO TENDER FOR TETFUND 2026 INSTITUTION-BASED SKILLS DEVELOPMENT INTERVENTION
1.0 INTRODUCTION
The Management of Jigawa State Polytechnic, Dutse, in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations, hereby invites interested, eligible, experienced and competent Contractors/Suppliers for pre-qualification to tender for the execution of its TETFund 2026 Institution-Based Skills Development Intervention Projects.
2.0 SCOPE OF WORKS
Lot 1: Supply, Installation, Testing and Commissioning of Skills-Based Development Equipment.
3.0 ELIGIBILITY REQUIREMENTS
All interested Contractors/Suppliers are required to submit copies of the following documents:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC).
b. Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years (2023, 2024 and 2025).
c. Evidence of current PENCOM Compliance Certificate valid till 31st December, 2025.
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025.
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025.
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on December 2025, or Certificate issued by the Bureau of Public Procurement (BPP).
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Jigawa State Polytechnic, Dutse or the Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bidder, and confirming that all information presented in the bid is true and correct. The affidavit should also state that the company is not in receivership, insolvent or bankrupt, and that no Director of the company (past or present) has ever been convicted of any criminal offence relating to fraud or financial impropriety.
h. Company’s Audited Accounts for the last three (3) years (2023, 2024 and 2025).
i. Reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facilities for execution of the project when required.
j. Company profile with Curriculum Vitae of key personnel, including copies of academic/professional qualifications.
k. Verifiable documentary evidence of at least three (3) similar jobs executed within the last five (5) years, including Letters of Award and Certificates of Practical Completion.
Note: All documents must be submitted with a covering/forwarding letter on the company’s official letterhead.’
4.0 SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Prospective bidders are to submit pre-qualification documents for the desired lot in two (2) hard copies of the technical bid, packaged in sealed envelopes marked “Technical Bid” and addressed to:

The envelope should clearly indicate the project name and lot number. The reverse side should bear the bidder’s name and address.
Submission should be made at the Registrar’s Office not later than 12:00 noon on 11th August, 2026.
5.0 COLLECTION OF TENDER DOCUMENTS
All pre-qualified bidders are to collect the Standard Bidding Documents (SBD) from the Office of the Director of Procurement, Jigawa State Polytechnic, Dutse Administrative Block, upon payment of a non-refundable fee of 10,000.00.
Payment shall be made in favour of Jigawa State Polytechnic Dutse through Remita at any reputable commercial bank in Nigeria.
6.0 OPENING OF PRE-QUALIFICATION DOCUMENTS
The pre-qualification and tender documents will be opened immediately after the submission deadline at 12:00 noon on Wednesday, 26th August, 2026, at the Academic Board Chamber of the Polytechnic in the presence of bidders or their representatives.
Bidders are advised to sign the bid submission register at the Registrar’s Office, as the Polytechnic will not be liable for misplaced or wrongly submitted bids.
7.0 GENERAL INFORMATION
a. Pre-qualification documents must be written in English and signed by an authorised representative of the bidder.
b. Documents submitted after the submission deadline will be returned unopened.
c. All costs associated with the bid shall be borne by the bidders.
d. The pre-qualification documents will be opened in the presence of bidders or their representatives.
e. Jigawa State Polytechnic, Dutse is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liability, in accordance with Section 28 of the Public Procurement Act 2007.
